The Town of Greenwich Board of Ethics is a government body established to oversee and enforce ethical standards within the town. The Board is responsible for ensuring that all public officials and employees uphold the highest levels of integrity and honesty while carrying out their duties. This includes preventing conflicts of interest, promoting transparency, and holding individuals accountable for ethical violations.

The Board of Ethics in Greenwich is composed of a group of appointed members who are chosen for their expertise and commitment to upholding ethical standards. These members are tasked with reviewing complaints, conducting investigations, and making recommendations for disciplinary action when necessary. The Board operates independently of the town government to ensure impartiality and accountability in its decision-making process. The Board members are nominated by the Board of Selectmen and appointed/confirmed by the Representative Town Meeting (RTM).

One of the primary functions of the Board of Ethics is to provide guidance and education to public officials and employees on ethical standards and best practices. This includes offering training sessions, seminars, and resources to help individuals understand their obligations and responsibilities as public servants. The Board also issues advisory opinions on ethical matters to assist individuals in navigating complex situations and avoiding potential conflicts.

In addition to its educational role, the Board of Ethics is responsible for investigating complaints of ethical misconduct and determining appropriate remedies. This may involve conducting interviews, reviewing evidence, and deliberating on how to address violations of ethical standards. The Board has the authority to impose sanctions, such as fines or reprimands, on individuals found to have violated the town's code of ethics.

The Board of Ethics operates under a code of ethics that outlines the principles and values that public officials and employees are expected to uphold. This code includes provisions on conflicts of interest, gifts and gratuities, confidentiality, and the proper use of town resources. By adhering to this code, individuals in positions of authority demonstrate their commitment to serving the public good with integrity and transparency.

The Board plays a crucial role in maintaining the trust and confidence of residents in their local government. By holding public officials and employees accountable for their actions and decisions, the Board helps to ensure that the town operates in a fair and ethical manner. This, in turn, fosters a sense of transparency and accountability that is essential for a healthy and functioning democracy.

The Board of Ethics should serve as a model for other communities seeking to establish ethical standards and oversight mechanisms within their local government. By promoting ethical behavior and integrity among public officials, the Board helps to create a culture of trust and professionalism that benefits the entire community. This commitment to ethical governance strengthens the foundations of democracy and promotes the common good.

However, like other elected and apponted officials, it is important to keep the Board of Ethics itself accountable. In a particular case earlier this year, the Board of Ethics gave their nod of approval to First Selectman Fred Camillo (R) who accepted a paid position on the Advisory Board of S.E. Minor, a local egineering firm that does business with the Town. Camillo is compensated $10,000.00 per year.

The Board of Ethics has a vital mission in upholding ethical standards and promoting transparency within the town government. Through its educational efforts, investigative work, and enforcement actions, the Board ensures that public officials and employees adhere to the highest levels of integrity and honesty in their work. By establishing and enforcing a code of ethics, the Board helps to build trust and confidence among residents, fostering a healthy and ethical environment for local governance. The work of the Board of Ethics is essential for ensuring that the values of integrity, transparency, and accountability are upheld in the town of Greenwich.
